JOB TITLE: Technical Lead (Java Development) GOVERNMENT AGENCY: USCIS DMOS (Delivery Management Operations Services) POSITION INFORMATION: Full-time LOCATION: Remote/Telework POSITION TIMING: Candidate will obtain a USCIS Public Trust clearance which must be complete prior to starting work. The clearance typically takes 4-6 weeks to process. RESPONSIBILITIES: Leading and supporting Full Stack Java Development lifecycle Provide agile and project management best practices to help the development team members and lead key agile ceremonies as a scrum master. Use agile project management methods to implement development operations (DevOps) organizations, improve product security, reliability, and usability to lower maintenance and help desk costs. Able to get a quick understanding of the business operations and work closely with the development team on implementing solutions for root cause fixes. Develop key client relationships by identifying performance gaps, explaining complex technical issues effectively, and resolving them in a timely fashion. Work on high-priority and high visibility projects in a multi-vendor environment. Work with stakeholders and cross-functional staff to resolve problems and gain buy-in for new initiatives. REQUIRED SKILLS/EXPERIENCE: 10+ years of Technical experience with demonstrated prior supervisory/leadership/management experience Bachelors Degree, required Hands on Java Development experience working as an individual and on a team, required. Certified Scrum Master (CSM) certification, required Experienced leader that has used agile project management methods to implement development operations (DevOps) organizations, improved product security, reliability, and usability to lower maintenance and help desk costs. The candidate should have experience managing, creating, and modifying computer applications software or specialized utility programs that has a large user group. Ability to collaborate across multiple vendors to identify solution designs and perform business analysis of client requirements and provide technical oversight to the development team in order for them to complete development tasks successfully. Experience overseeing the evaluation of the work processed and implementing technology solutions to meet the business’s current and future needs. Ability to provide strategic technical guidance to proactively improve the performance, reliability, security, and costeffectiveness of customers’ solutions using industry best practices. Experience delivering innovation and process improvements at the highest levels of customer satisfaction. Confident decision maker who understands that domain knowledge has a critical impact on overall project implementation. Experience with supervision of multi-vendor software development projects. Diligent worker who is able to ensure the technical requirements of the contract are met. Experience being the technical lead for a DevOps team with the ability to review incidents and triage them while also developing root cause solutions for any issues discovered. Experience providing technical/management leadership on major tasks or technology assignments while establishing attainable goals. Provide agile and project management best practices to help the development team members and lead key agile ceremonies as a scrum master. Deep technical expertise in information system and software development, requirements and test analysis, project management, business line communication, and customer service. Application Development Testing and Integration experience. Able to get a quick understanding of the business operations and work closely with the development team on implementing solutions for root cause fixes. Need to be an experienced and confident briefer who can clearly explain what the team is working on to federal senior leadership. Mastery of system security and application development processes combined with technical-to-business translation skills and test/debugging expertise. Experience includes implementing or operating cloud-based hosting solutions. Need to have some Cloud as-a-service platform and federal software as a service (SAAS) environment experience. Experience repairing client relationships by identifying performance gaps, explaining complex technical issues effectively, and resolving them in a timely fashion. Ability to work well with stakeholders and cross-functional staff to resolve problems and gain buy-in for new initiatives. Key Qualifications include: The candidate has full stack Java Development experience, required. The candidate should have experience testing software code and working in Jira after identifying bugs or fixes needed during testing. Cloud-as-a-Service or Software-as-a-Service Platform experience. The candidate is able to learn a complex workflow and codebase quickly to support projects. The candidate has experience analyzing user needs and can develop software solutions based off that feedback. The candidate has Application Development Testing and Integration experience. The candidate has experience with IT modernization and Software Development Lifecycle (SDLC) Projects. The candidate has previous USCIS project or ELIS tool experience, desired The candidate has some experience with designing software or customize software for client use with the aim of optimizing operational efficiency. May analyze and design databases within an application area, working individually or coordinating database development as part of a team. The candidate can work on their own with limited direction but can also work with a cross functional development team. The candidate has some experience supervising multi-vendor software development projects and a diverse group of computer programmers. POSITION OVERVIEW: The Delivery Management Operations Services (DMOS) team will be working in a multi-vendor environment comprised of business-aligned portfolios that are utilizing Lean-Agile software development best practices and DevSecOps principles to deliver high-quality, secure, and cost-effective digital solutions. TDD is the high-performing, outcome-oriented organization that is responsible for successfully implementing the USCIS Transformation Program (or “Transformation”) and delivering digital products/services critical to streamlining and enhancing USCIS benefits processing operations. Transformation is a Department of Homeland Security (DHS) Acquisition Level 1investment to transition USCIS from manually-intensive, paper-based business processes to a fully integrated operating environment that offers end-to-end digital processing of immigration benefits through a digital case processing platform called the USCIS Electronic Immigration System (or “ELIS”). ELIS is replacing traditional swivel-chair data-entry tasks/queries by performing systematic data harvesting from internal/external sources, and integrating into a single platform that offers a seamless user experience and provides federal/contract staff a complete/comprehensive digital record that is continuously updated with new data as applicants progress along the immigration lifecycle. The inclusion of DMOS services will help the Transformation Program to identify and solve core business needs through development, security, and operations (DevSecOps) framework by creating the ELIS Live Chat tool to help the Tier III Operations team constantly engage with users to rapidly resolve incidents in real-time. The objective is to have the ability to analyze and quickly resolve tickets in real time chat, and help reduce the number of Help Desk calls and new ServiceNow tickets. The DMOS services will have an understanding of User Interface (UI)/Interaction Design (IxD) on a global user interface element and user interactions across the ELIS digital platform to ensure conformity. This team will refactor global components and features to ensure the ELIS platform design is consistent across all product lines, enables users to achieve their objective(s) in the best way possible while navigating through both simple and complex workflows, effectively communicates interactivity and functionality, respond to user interactions, system state changes, and prevents user error, and balances user needs (goals, tasks, experiences, needs, and wants) with business goals and technological capabilities. Moreover, inclusion of the DMOS services will also help the Transformation Program to lead a Content Strategy Initiative (CSI) to identify opportunities to clarify, standardize, and improve the content in ELIS in order to enhance the user experience. While Plain Language review offers some help in keeping language simple and clear, a more comprehensive approach is needed for consistency across lines of business and common functionality. This micro-content, as instructional content and labeling are often called, is critical to user understanding of functionality in ELIS. The USCIS technical landscape has shifted to a wide adoption framework that is based on the open source platform. Under this move, the ELIS architecture is now deployed with a stack of predominately open source tools for standardization across development teams at USCIS. Open Source solutions and platform agnostic software has been employed wherever possible to create the possibility of more easily deploying solutions in Amazon Web Services (AWS). Besides maintaining the integrated Continuous Integration/Continuous Deliver (CI/CD) environment in the AWS environment, ELIS continues to focus on new initiatives to enhance the development with containerized Microservices on OpenShift and EKS platform, configuring several monitoring and alerting tool, API Gateway configuration, rolling our new AWS tools such as Istio, ACK, API Gateway, Fargate, etc., other security scanning tools such as ClamAV, threat modelling, Twistlock, etc. and tools used in design/GUI prototyping, building wire frameworks and improving user experience.
