MUST provide three (3) references within the past five (5) years, from different clients Offeror proposed resource(s) shall perform during normal operating hours, Monday through Friday, 8:30AM to 5:00PM Eastern Standard Time (EST), with the flexibility to extend the coverage hours to meet deadlines. Proposed resource shall be available to provide on-call operational support as required outside normal operating hours. Depending upon project requirements (e.g., Go Lives), the proposed resource will be required to work a flexible schedule to include evenings, nights, weekends, and holidays. Project Scope: The AOC is seeking two (2) remote senior full stack JAVA engineer and analysts. Located in Annapolis, Maryland, the Judicial Information Systems (JIS) is comprised of six units including application development and support, hardware installation and maintenance, operation of the Data Center computer systems, and support of online case management and business applications at the District and Circuit Courts across the state. Responsibilities: Provide development services for the mandated support and enhancements of multiple interfaces and applications within JIS. Support and enhancement will include migrating legacy monolithic applications into more modern technologies. Designing and developing code, unit testing code, and providing support during test cycle and post-production. Preparing regular and ad hoc reports, including: Weekly project report of progress and status, Weekly time report, and Additional reports as requested Mandatory Skills/Experience: * B.S. in Computer Science or related field (as determined by the AOC) Eight (8) or more years of experience as a Full Stack Java Engineer (application, integration, solution) Five (5) or more years of experience with Reverse Engineering and Refactoring code Five (5) or more years of experience with Distributed event streaming platforms Five (5) or more years of experience with maintaining and developing web applications front ends using react, JSF/PrimeFaces Five (5) or more years of experience with developing scalable, secure, access-controlled Java SOAP and REST service APIs and implementations. Historical and proven knowledge and practical application of: Java 8 and above Spring (Framework, Data JPA, Security, Scheduler) Hibernate (JPA, Validator) JSF (Primefaces) J2EE (EJB and JSP) Oracle 12C and higher Junit Framework JMeter Web Services slf4j JavaScript PERL XML HTML Four (4) or more years of hands on coding experience with legacy monolithic architectures Four (4) or more years hands on experience migrating from one framework to another. Three (3) or more years of hands on coding experience with Microservices architecture Two (2) or more years of hands on coding experience with event driven architecture Court case management experience. Capability to: Design and document the approach for major use cases before coding. Articulate and find ways to add unit tests/integrated tests to legacy systems using Junit and Mockito to debug issues. Provide accurate estimates for Jira tasks using Scrum development process. Document the legacy system code and approach used with flow diagrams. Understanding and the ability to code in event driven, microservices, and SOA architectures. Knowledge of scalability options and best practices. Ability to establish and maintain effective working relationships with peers, end users and vendor development staff, all levels of management, and judicial personnel as necessary. Ability to quickly evaluate, learn and prototype new technologies.
